Cannabis Control Commission selects new executive director

The Cannabis Control Commission has chosen David Lakeman as its new executive director. Lakeman, a seasoned professional in cannabis regulation, previously served as the head of government affairs at the Commission from 2018 to 2020.

Currently leading the cannabis division at the Illinois Department of Agriculture since September 2020, Lakeman is highly regarded for his experience and insight into both Massachusetts and Illinois cannabis policies.

This leadership role has been vacant since fall 2023, following the resignation of Shawn Collins. In the interim, Debra Hilton-Creek, the commission's chief people officer, served as acting executive director.

The decision to appoint Lakeman was reached quickly and unanimously after an interview process that included four candidates.

Commissioners were drawn to Lakeman’s extensive management experience, deep familiarity with Massachusetts cannabis regulations, and success in building a cannabis regulatory agency in Illinois.

Commissioner Kimberly Roy emphasized the need for leadership that could drive change. "Stakeholders want to see us move faster and accomplish more. Having someone like Mr. Lakeman, who is familiar with the challenges and has experience in building an agency, would be incredibly helpful," she remarked.

The Cannabis Control Commission has faced criticism recently, including allegations of a toxic work environment and instances of bullying. Additionally, an inspector general's report suggested that the agency might benefit from legislative clarification on leadership roles. The Legislature is scheduled to hold a hearing on October 30 to address these issues.

In his interview, Lakeman acknowledged these challenges, mentioning his awareness of the internal problems that have plagued the Commission.

He proposed clear communication lines and structured leadership to improve the working culture and tackle the inefficiencies. “The issues we face are human-made and entirely fixable," he said, affirming his commitment to lead the agency forward.

Lakeman’s appointment brings hope for a stable leadership that can address longstanding issues, streamline processes, and strengthen the Cannabis Control Commission's effectiveness in the sector.
