Illinois Farm Bureau outlines Must-Pass farm bill Provisions


he Illinois Farm Bureau (IFB) is urging federal lawmakers in Illinois to pass a farm bill that offers critical support to farmers dealing with market challenges and unpredictable weather. IFB President Richard Guebert Jr. outlined the organization's key priorities in a letter dated September 12, addressing the upcoming five-year farm bill set to expire on September 30.

Guebert emphasized the need to maintain commodity and risk management programs to mitigate the impact of market price drops and expedite recovery for farmers affected by natural disasters.

In addition to these vital provisions, the IFB has placed significant emphasis on the following priorities within Title I:

Commodity Program Updates: The farm bill should allow farmers to update their base acres and yields to ensure relevance in changing agricultural landscapes.

Harvest Price Option: Farmers selecting the Harvest Price Option should be eligible to receive the harvest price if it exceeds the prevented plant acres price.

Within Title II, which pertains to conservation programs, Guebert called for substantial discussion on various policy proposals:

Conservation Reserve Program (CRP): Consideration should be given to shorter, five-year CRP contracts, incentives for carbon sequestration through cover crop use, and credits for enhancing water quality.

Conservation Security Program (CSP): Expanding CSP to reward farmers for ongoing conservation practices and providing opportunities to earn more CSP points for long-term conservation efforts.

IFB strongly supports the reauthorization of the federal crop insurance program but recommends a $5-per-acre discount for farmers planting cover crops, aligned with the USDA's successful Pandemic Cover Crop Program.

Additional recommendations involve providing sufficient funding to the USDA's Natural Resources Conservation Service for hiring more conservation engineers and allowing farmers greater flexibility in harvesting cover crops for livestock feed under normal conditions.

In the dairy title of the 2023 farm bill, IFB supports dairy risk management programs addressing negative price differentials and enhancements to the Dairy Margin Coverage feed price component. Additionally, they advocate for adequate resources for the National Agricultural Statistics Service to ensure accurate estimation of alfalfa prices.

The Illinois Farm Bureau's comprehensive priorities aim to safeguard the interests of farmers in the face of market challenges and environmental uncertainties, ensuring the resilience of the agricultural sector.
