Warm and wet December: December brought warmer-than-average temperatures and slightly above-normal precipitation to Illinois. This eased concerns about dry conditions, but the state still faces some moisture challenges. 

Topsoil moisture: While 61% of topsoil moisture is rated adequate, 8% is very short and 20% is short. This means that some areas are still experiencing dryness, especially in the northern and western parts of the state. 

Subsoil moisture: Subsoil moisture is also a concern, with 12% rated very short and 48% rated short. This suggests that deeper soil layers may not have fully benefitted from the December precipitation. 

Winter wheat: The moisture concerns, winter wheat condition is generally good, with 40% rated good and 15% rated excellent. This is a positive sign for the upcoming growing season. 

Weather summary: December temperatures were an average of 9.4 degrees above normal across the state, with the southern regions experiencing the most warmth. Precipitation was slightly above normal, but there were variations across the state, with some areas receiving more than others. 

While December brought some relief in terms of precipitation, Illinois still faces challenges with soil moisture, especially in the northern and western parts of the state. Winter wheat condition is generally good, which is a positive outlook for the upcoming growing season.
