IDOA Reopens I-COVER Program to Support Early Cover Crop Adoption

The Illinois Department of Agriculture (IDOA) has relaunched the Infield Conservation for Operationalizing Vital Ecosystem Resilience (I‑COVER) Program to encourage early adoption of cover crops using new methods and technology.

The program reopens following the award of a $7 million USDA Natural Resources Conservation Service (NRCS) Regional Conservation Partnership Program grant. I‑COVER will operate for three years, supporting cover crops planted in 2026, 2027, and 2028.

IDOA paused the program last summer to protect farmers from financial uncertainty as federal funding delays raised concerns. Officials stated that they did not want farmers to invest in practices without secure reimbursement.

After renewed coordination with USDA NRCS, the program is now ready to move forward, and all previous applicants must reapply to be considered.

Illinois Director of Agriculture Jerry Costello II emphasized the importance of cover crops, stating, “Research shows cover crops strengthen soil health, reduce erosion, improve resilience during drought, and help manage pests, weeds and diseases.” He added that the program helps farmers protect Illinois’ rich agricultural soils.

Pre‑enrollment will open at 8 a.m. CDT on April 1, 2026, and applications may be submitted starting 8 a.m. CDT on April 15, 2026. The program will close at 11:59 p.m. CDT on May 1, 2026.

Applications will be reviewed on a first‑come, first‑served basis for each county. The first application from each county will be prioritized, and additional applications may be considered if funds remain.

Approved applicants will receive cost‑share payments based on the following practice scenarios:

  • $61.13/acre for one or more winter‑killed cover crop species
  • $85.65/acre for a single spring‑terminated cover crop species
  • $105.40/acre for one or more spring‑terminated cover crop species

Local Soil and Water Conservation District staff will verify eligibility, assist with conservation planning, and support payment documentation. Applicants must provide required records, such as the CCC‑902 form or proof of land control.

Acres enrolled in other state, federal, or private cover crop programs from 2026 to 2028 are not eligible.
