The U.S. Department of Agriculture’s Natural Resources Conservation Service (NRCS) has opened enrollment for the Emergency Watershed Protection Program – Floodplain Easements (EWPP-FPE). This program supports landowners whose lands have been affected by severe or repeated flooding.
The initiative focuses on helping landowners voluntarily convert flood-damaged agricultural lands into floodplain easements. Through this program, NRCS restores natural floodplain functions, reduces flood risks, and improves environmental health. It also removes lands from agricultural production when they are no longer economically viable.
The Dogtooth Bend area in Alexander County has faced repeated flooding due to levee failures between 1993 and 2019. These events caused major damage and made farming difficult. Even with possible repairs, many lands remain unsuitable for crop production.
“Floodplain easements offer a long-term solution for frequently flooded lands,” said Patrick Mitsdarfer, District Conservationist for Alexander County. “By restoring these areas to their natural condition, we can reduce risk to life and property, while also improving water quality and wildlife habitat.”
Under this program, NRCS can purchase either permanent or temporary easements from willing landowners. The compensation is based on fair market value. Additionally, NRCS covers the cost of restoring the land to its natural floodplain condition.
Restored floodplains help store excess water during floods, reduce damage downstream, and improve water quality by filtering sediments and nutrients. These benefits support both local communities and natural ecosystems.
To qualify, lands must be located within flood-prone areas, have experienced severe or repeated flooding, and show potential for restoration into natural floodplains.
Applications are open until June 26, 2026. Since funding is limited, applications are reviewed either on a first-come basis or through ranking criteria depending on demand.
Landowners interested in applying are encouraged to contact NRCS officials for details. This program offers a practical solution for managing flood risks while promoting environmental conservation and long-term sustainability.
