Illinois Strengthens Support for Veterans and National Guard

Illinois has introduced three important laws aimed at improving support for service members, veterans, and the Illinois National Guard. The measures focus on education, recruitment, and mental health care, helping military personnel during and after their service.

Governor JB Pritzker highlighted the importance of supporting those who dedicate their lives to serving the nation. He said, “Every service member makes a sacrifice when they take time away from their loved ones, career, or education to answer the call to defend our nation. This legislation ensures our Illinois veterans can return to the lives they put on pause with the support and resources they need to thrive. The State of Illinois is working to build a strong, capable, prepared National Guard, both by introducing new recruitment pathways and creating programs that assist service members long after their service is complete.”

One of the new laws, SB 3737, helps students who leave college because of military service. Beginning January 1, 2027, universities will be required to promptly readmit eligible students after academic military leave. This ensures that service members can continue their education without facing unnecessary barriers after returning from duty.

Senator Mike Porfirio (D-Lyons Township) said, “Supporting our veterans and service members is about more than recognizing them for their sacrifice and honor; it’s about creating good policy that provides support and relief where they need it most. Whether it’s leading cutting-edge innovations to treat veterans suffering with Post Traumatic Stress Disorder or making it easier for military students to return to classes after being deployed, Illinois is on the forefront of policy that will empower our service members throughout their lives.”

The second law, SB 3818, creates the Joint Enlistment Enhancement Program (JEEP). This program encourages current Illinois National Guard members to refer new recruits and receive financial rewards for successful enlistments. The initiative aims to strengthen National Guard recruitment and preparedness.

Representative Dan Swanson (R-Alpha) said, “The JEEP program authorizes the Department of Military Affairs to make grants for the purpose of incentivizing recruitment into the Illinois National Guard and would increase recruitment through peer-to-peer referrals. This will make it possible for more Illinoisans to have opportunities to access all the training and job skills that National Guard membership can provide.”

SB 3926 focuses on veteran mental health. It moves the Breakthrough Therapies for Veteran Suicide Prevention Program Advisory Council under the Illinois Department of Public Health. The council supports access to emerging therapies, including MDMA and pharmaceutical-grade psilocybin, for conditions such as post-traumatic stress disorder, depression, and anxiety.

Illinois officials believe these measures will strengthen support systems for service members, helping them succeed in education, military service, and long-term well-being.
