Illinois Passes Bill to Help Farmers Manage Deer Damage

The Illinois General Assembly has passed Senate Bill 710, a new law designed to help farmers control deer populations that damage crops.

Backed by the Illinois Farm Bureau, the bill is now awaiting the governor’s signature and is expected to go into effect on January 1.

This legislation was created after discussions between farmers, lawmakers, and the Illinois Department of Natural Resources (IDNR). Many farmers, like Randy Anderson from Saline County, have experienced major crop loss because of deer. In 2024, Anderson lost four acres of corn in one of his fields due to severe deer damage.

One of the key changes in the new law is the update to the Deer Removal Permit (DRP) process. IDNR biologists will now be required to respond to permit requests within a specific timeframe.

The department must also provide clear instructions on its website about how to apply for permits.

The new rules also reward farmers who use their permits effectively. Landowners who harvest at least 50% of the deer allowed under a permit will receive additional antlerless-only permits during the regular hunting season.

If they reach 80%, they can receive another special nuisance permit for up to five deer between June 1 and September 15 of next year.

Farmers will also be allowed to name a guest hunter to receive a special permit. This will include one either-sex permit or one antlerless permit for every 240 acres of land owned.

Supporters of the bill say it gives farmers more control over managing wildlife before serious damage occurs. With input from farmers, legislators, and the IDNR, this law aims to make wildlife control more practical and efficient.

Farm Bureau members like Anderson believe the bill shows their concerns are finally being heard.
