NMPF Prioritizes Farmers in FMMO Modernization Efforts

By Andi Anderson

The National Milk Producers Federation (NMPF), representing the interests of U.S. dairy farmers, has submitted its final legal "brief" to the USDA regarding Federal Milk Marketing Order (FMMO) modernization. Emphasizing the fundamental role of farmers in the dairy industry, NMPF asserts that their priorities must be paramount in USDA considerations of any final plan.

Gregg Doud, President and CEO of NMPF, highlighted the organization's dedication to putting farmers first through their proposed package of modernization proposals. Developed over nearly three years with input from dairy farmers nationwide, these proposals aim to benefit all types of dairy operations across different regions.

Key proposals put forth by NMPF include:

Returning to the "higher of" Class I mover.

  • Discontinuing the use of barrel cheese in the protein component price formula.
  • Extending reporting limits on forward priced sales to capture more export sales.
  • Updating milk component factors for protein, other solids, and nonfat solids.
  • Implementing a process for more frequent reviews of make-allowances.
  • Updating dairy product manufacturing allowances.
  • Updating the Class I differential price system.

Doud emphasized that NMPF's proposals are driven by a broad-based membership and consensus-driven approach, as evidenced by unanimous approval from its Board of Directors. Unlike proposals based on narrow self-interest, NMPF's package reflects the collective interests of dairy farmers.

NMPF eagerly awaits USDA's consideration of their submitted brief and the department's recommended decision expected in July. Doud reiterated NMPF's commitment to representing U.S. dairy farmers and cooperatives, expressing confidence in the successful conclusion of the modernization process.

Through their advocacy efforts, NMPF continues to champion the interests of dairy farmers, ensuring their voices are heard in shaping the future of the dairy industry.
