Illinois House Approves New Bill Supporting Small Farmers

The Illinois House has approved the Small Farmer Restoration Program Act (HB3067), a bill designed to promote equity and sustainability in agriculture. Sponsored by State Representative Sonya Harper, the bill now heads to the Senate for further review.

The goal of HB3067 is to support new and socially disadvantaged farmers, particularly those from low-income communities and communities of color. Many face challenges in accessing land and farming resources. This bill seeks to remove those barriers and encourage sustainable practices across Illinois.

One key part of the bill is the creation of the Small Farmer Restoration Program Fund. This special fund will offer grants for agricultural conservation easements and technical help to farmers across the state. It ensures that support reaches those who need it most.

Grant applications will be reviewed with a focus on equity and sustainability. Priority will be given to new and beginning farmers, farmers with limited resources, and those who are socially disadvantaged. Projects that protect water, improve climate resilience, and enhance natural habitats will also be favored.

The bill also introduces a new initiative called the Farm Conservation Corps. This program will provide training for young adults aged 18 to 29 from socially disadvantaged backgrounds. It combines education and job training to help them build successful careers in agriculture.

Illinois joins a growing list of states that are working to expand sustainable agriculture. For example, Oklahoma recently passed HB 1910 to fund urban agriculture, while Washington approved SB 5391 to boost its sustainable farming programs.

With HB3067, Illinois is taking strong steps to build a fair and sustainable farming future. This legislation supports farmers, protects the environment, and strengthens food access for underserved communities.
