Statewide, the average temperature was 39.9 degrees, 0.4 degrees above normal for Illinois, according to USDA's National Ag Statistics Service. Precipitation averaged 4.69 inches, 2.13 inches above normal. Topsoil moisture supply was rated 1 percent very short, 4 percent short, 55 percent adequate, and 40 percent surplus. Subsoil moisture supply was rated 1 percent very short, 8 percent short, 62 percent adequate, and 29 percent surplus.

Winter wheat condition was 4 percent very poor, 5 percent poor, 33 percent fair, 47 percent good, and 11 percent excellent.
